A transparency portal the team can maintain without touching code

The starting point

Medina Global is the wholly publicly owned municipal company of Medina Sidonia Town Council. Since 2013 it has managed municipal public services including water, the environment, street cleaning, urban facilities and local development. That broad remit produces institutional, economic, procurement and operational information which must be possible to find and understand without searching through scattered pages.

The brief was not to add one more section to the corporate website. A public body needs a dedicated surface through which to account for its work and an orderly way to maintain it as budgets, contracts, vacancies, organisational charts and regulations change.

What we did

We designed a separate transparency portal that remains consistent with Medina Global’s visual identity. Information is arranged into six recognisable areas:

• Corporate information. Legal status, articles of association, organisation chart, mission, vision and values.
• Economic information. Annual accounts, budgets, average payment period and ratios.
• Public procurement. Buyer profile, tenders, awards and minor contracts.
• Human resources. Management structure, remuneration, vacancies and collective agreements.
• Municipal services. Managed services, charges, regulations, allowances and the minimum vital water supply.
• Citizen participation. Freedom-of-information requests, complaints, suggestions, contacts and regulations.

The public-facing site is paired with a private document-management panel. The team can choose a section and subsection, add a title and description, specify a year and publication date, and upload a PDF, Word or Excel file or link to an external document. Publishing an update therefore no longer requires editing a template or requesting a technical change.

Current status

The portal is complete as a product and is now at the document upload and review stage. It is not yet accessible to the public. The screenshots in this case come from the pre-release working environment, not a service that is already live.

For the same reason, we do not present visitor, usage or time-saving metrics: there is no public evidence for them yet. What can be checked is the scope built —six information areas and a dedicated document panel—. Usage should be assessed after Medina Global completes the upload, validates the content and opens the portal on its domain.
